What is this foam on my leaves? #850632

We have what we think are Basswood Trees and all of our leaves have been eaten and falling off for the last 2-3 months. On the leaves there is what looks like foam on them. What kinds of bug could be doing things?

There are many insects that munch on American Linden/Basswood (Tilia americana) including cankerworms, forest tent caterpillar, linden looper, tussock moth, Japanese beetles and other caterpillars. The foam may be caused by a spittlebug which does not otherwise harm the leaf. Read more here: https://hort.extension.wisc.edu/articles/spittlebugs/
