There is a "volunteer" growing off of an exposed root system of my monkey puzzle tree. Will this volunteer ever put down its own root system so it can then be repotted and transferred elsewhere?

It's unknown if it will develop roots in situ. However, you might try propagating it as a cutting even though reported success rates are low. You remove the majority of the leaves, dust the bottom area with rooting hormone, and keep the bottom section of the cutting in moist sawdust to see if it will develop roots. It is certainly worth a try.
