The plant is Anaphalis margaritacea, commonly known as the western pearly everlasting or pearly everlasting. This Forest Service page answers one of my questions, which is about the foliage on some plants being green, while others are more fuzzy and gray.
Pearly everlasting is first in this OSU Garden Ecology Lab blog about top 10 Oregon native plants for pollinators. It doesn’t fit in all gardening styles, and is one of our wildflowers once considered more weed than desired in gardens.
