Yes, they look like honey bees.
Is your planter full of potting soil and you are watering it? If so, the bees are gathering water. If the pot is empty than they might have a nest in it.
If the pot is empty and the bees are going in and out, contact the Tillamook Beekeepers Association. Somebody in the club will be glad to help relocate the bees living in the empty pot.
