Saving an Oak Tree #846132

Hello, I am trying to assist my elderly neighbor diagnose and possibly treat his Red Oak tree that is in serious decline. He has a total of 3 in his back yard and the other 2 are perfect looking. Leaves are browning, it has alot of Sap substance oozing out of bark on truck, and some sorts of Fungus. Is this considered Oak Wilt or what is your opinion and how is the best way for him to treat it and save it. Looks to be around 8-9 years old. Thank you

Due to the drought and unending heat we are currently experiencing many trees and plants are suffering in Harris county. This, in culmination with the fact that we had back to back freezes in winter have caused a lot of unseen damage to surface on these trees due to the immense stress they are under which can cause infection (tree lesions and oozing sap). With this situation the only thing we can do is wait and see if our plants survive and hope for some rain soon. Not even our native plants are safe from this heat/drought.
