Identify Disease on Oak? #846116

Trying to identify the issue with this Burr Oak located in Colorado Springs. I thought is was scale at first but upon closer examination I'm thinking it may be fungal?

Thank you contacting the Ask an Expert about your Burr Oak tree. It does look like it could be Golden Oak Scale but that usually will be on White Oak trees. If you are in the Colorado Springs area can bring by a sample to our office at 17 N. Spruce Street, Colorado Springs, CO 80905. We are open on Mondays and Wednesdays 9 am-12pm and 1 pm to 4 pm. these hours are available until mid September. We could look at it under the microscope and verify. Also if you can send a few up close pictures of the tree leaves and a picture of the whole tree that would also be helpful with the diagnosis.
