Strange bugs on cherry tree #845382

My ornamental, cherry trees are losing leaves on lower branches. Upon investigation I found these strange curled bugs on the leaf. Could you tell me what they are and how they are to be treated. Thank you

Those are not insects/bugs but an interesting part of the normal anatomy of a cherry tree.  
They are glands called Extrafloral Nectaries.

How does the tree look overall? 
This late in the season trees can drop some excess leaves and it's not a problem. If you have other questions or concerns, let us know.
