Mystery small black beetle-like bug invading gardens in Portland #845193

There are small, shiny, black beetle like insects in my neighbor’s flower gardens that I’ve never seen in my 12 years gardening in Portland. They are fast crawling, non flying, about 1/4” long, easy to crush, do not smell and are swarming on my porch, and house. My neighbor friend 4 houses down the street found them inside her Echinops blossoms. I don’t think they are Boxelder beetles(I Googled my question and these are close, but not the same) as these don’t have developed wings. They aren’t flea beetles as they crawl fast and don’t jump. I’ve been sweeping them away as I don’t want them as guests inside. I don’t want to use a pesticide, just baffled w/their sudden appearance and vast numbers. If you know what they may be, I’d love to know what they are. Thank you!

This not a beetle but is a ‘True Bug’. It is hard to say for sure, but it looks like what we call ‘Seed Bugs’ family Lygaeidae which looks very much ‘Plant Bugs’ family Miridae. When they are this small, I would have to see the bug itself. They tend to be transitory insects, so chemicals usually do little to control them. I would use soapy water.

It appears that we may be seeing two different stages of their growth into adulthood. Some have just a little thick covering over only about half of their abdomen, others have a larger cover with underwings. 
Anyway, we appreciate the help.
