Hi there,
I wanted to let you know that I am working on this. I don't recognize it right away, but it looks familiar. I don't have any of the handy plant apps, but I hope to have an answer for you soon. (-:
My apologies for the delay. My source, our Extension Agent, Ed Brown, was tied up with the county fair last week.
According to Ed:
"This looks like it might be the Woad plant, a biennial that produces a yellow flower during its second year. It was used as an indigo dye for many centuries. There are other options, one is a goldenrod with bunch gall midge (an insect infestation) or an American burnweed but the leaves don’t look right."

If you know someone with an app for identifying plants, you might send them a photo. The apps can be surprisingly accurate, although not 100%. I am going to reassign your question, as someone else might have a different idea for you.
