Can you tell me if this is cedar rust or some other kind of disease? The first picture is my lilac bush where a section has turned brown and is dying. The second one is my lilac bush which is starting to turn brown and has a white mold on it. The third picture is a peony bush that started out yellow and turned brown. I also have a butterfly bush that has brown spots on it. I am trying to figure out how to treat this so my other flowers do not get this.

None of the above pictures has cedar rust. The lilac has a powdery mildew. Here is a link to a CSU Fact Sheet on Powdery Mildew:

The first lilac might have bacterial blight on the leaves though it isn't a good picture. Here is a link to help:
