What insect is causing this damage? #843935

I'm wondering what could be hollowing out the youngest buds on my one variety of rosebush. The newest leaves on the plant, just around the hollowed buds are being eaten as well. I haven't found an insect or eggs on the plant.

You're not seeing any insects because the female laid her eggs and died, and the beetle has already eaten the bud before it opened.  This article has advice for controlling them:  https://ipm.ucanr.edu/PMG/GARDEN/PLANTS/INVERT/rosecurculio.html
