We cut back two lilacs last fall, back to the ground. They were both doing great, coming back with lots of healthy leaves and new branches, but in the last month, those leaves began to be a dusty white. Then this week the leaves began to wilt. And then I found a cluster of these bugs on them.
What do we need to do?
