Central Oregon’s climate has a wide range of temperature extremes between day and night. Currently, we have lower temps at night and are heading into 90+ temperatures during the day. These temperature fluctuations often cause damage to plants. We also experience many microclimates here in Central Oregon, so temperatures may fluctuate based upon your location.
I recommend you call the Deschutes County OSU Extension office in Redmond and speak with Amy Jo Detweiler (oregonstate.edu), a member of the Horticulture Staff. Amy Jo authored the publications I referenced in my previous response. I believe Amy Jo can provide the best guidance for planting your roses in mid-summer based upon your location and planting conditions. She is a great resource and welcomes your home garden questions.
