They look like small, young trees so I assume they have not been in the ground for very long. Some of this looks like stress from the recent weather conditions including quite a bit of rainfall and maybe just establishment. The yellowing of the leaves could be a nutrient deficiency so you might do a soil test to determine the soil nutrient levels and if they are adequate. Wet soils could lead to nutrient deficiencies too so as we dry out any new growth should be normal.
There does seem to be some cedar apple rust present but it is too late to spray for control. Fungicides need to be applied in the spring as new growth is developing and at recommended intervals until rust galls on junipers are no longer active.
I believe the insect damage to the leaves is only minor and should not affect the overall health of the tree.
