What is wrong with this sedum? It is planted in a raised bed. With blacked eyed Susan’s, a stone crop and cone flowers,

We think that the most likely cause of what you are seeing is from small birds that will bite the edges of sedum, most likely looking for water.
We tend to see this each year at varying amounts.
It has been quite hot and dry this growing season an up until just recently, most of central Maryland was under 'severe' drought conditions.
It should not hurt the plants.
