Recently my blue ice cypress and/or blue point juniper are turning brown on the inner most stems,and have began shedding these needles. Exploring ask extension I've learned this may be due to the lack of sunlight on the interior of these branches, and is quite normal. The exterior seems healthy and thriving but in spite of this my blue ice cypress has become less dense and even splotchy or thin. Is this normal and would fertilizing help? Any advice for a more complete look?
Also, would watering the cypress using a sprinkler be ideal?

The photo you have sent does not show the problem. Please take a close-up photo of the brown needles. In the winter, you may prune some branches to open up the inside of the tree and allow more sunlight in. I would not prune the tree now.
You should never water overhead. Drip irrigation is the gold standard, but a soaker hose or using a watering can to direct water at the base of the shrub will work. Overhead sprinklers keep the needles wet for extended periods and make it easier for fungal diseases to take hold.
