Eggs on cabbage #839312

I am growing cabbage in 5 gallon fabric planters. They started out great, but stopped growing a while ago. I took a closer look and they are infested with eggs of some kind, but they're not aphids. I'm hoping you can help me identify what they are and how to treat the plants if this happens next year.
