Neighbor's tree hangs over into our yard, which is generally fine, but the leaves all look like this, and we don't know what it is or if it is safe to cut any overhanging branches down. We don't want something spreading to the brand new saucer magnolia or the other trees. What is this?

It looks like your tree has maple tar spot. This is mainly an aesthetic issue and specific to maples. I'm attaching an article about how to manage it.
