My neighbor has a weed/vine challenge #836773

My neighbor has a patch of lilies that grow between our garages.She does not use the internet so she asked me to help her find an answer. The vine pictured is overtaking her flowers. She tried digging the roots up last year and I think it just made the vines angry. They are stronger than they have been before. The roots go deep in the ground, some she dug out last year actually crept under her garage foundation. She's tried to organically remove them and cut them back, but nothing is working. Any suggestions would be much appreciated. Thank you.

Vining weeds can be very difficult to get rid of due to an invasive growth habit and long, deep taproots.  The use of an herbicide may be the best alternative.  Cut the vine off as close to the ground as possible and then spray or paint it with herbicide, being careful not to get any of the chemical on plants to be maintained.  Here is a publication that suggests what herbicides to use and additional information:
