Based on what I can see in the photo, these look like giant conifer aphids, which are common in the spring. They are usually considered a nuisance and not a threat to the health of the tree. Hosing them off of trees and neighboring structures with a strong jet of water can be helpful; usually the ladybugs will show up and help with control.

If the situation warrants other control, products like insecticidal soaps and oils can provide good control--but they also affect natural enemies of the aphids, so might actually make the problem worse, too. Check carefully for beneficial insects before applying, and apply strictly according to label instructions should you choose this route.
