I have a number of junipers (e.g. prince of wales, old gold, sea green), and all have significant portions turning brown. They range in age from 20 to 50 years) and none are in sprinkler patterns, or wet areas. None affected by de-icer. I have noticed same problem on many other properties in the area. No indication of insects or voles.

The gall in the photo is likely from cedar-apple rust or juniper-hawthorn rust. This is a fungus that has two hosts. The best approach for this is to cut them out or remove them from the shrub.
As for the others, if you trace those brown branches back to where they originate, are there any signs of injury or chewing?
The best recommendation is to simply prune out those brown branches. Why they died may be difficult to determine, as it could be related to temperature, cultural conditions, disease, or feeding.
