What is the name of this obnoxious weed #834432

It forms a dense mat of very short stems/leaves. It prefers moist soil and more shade than sun.. It has tiny leaves (1/4?) and is hard to remove. You have to scrape off the top layer of soil with it as it forms a mat of shallow roots. It also has a nasty smell when you are breaking it up while removing it, somewhat of a petroleum product smell. Help identifying would help me determine how to properly attack this nuisance. My neighbor has the same problem plant.

Do you see any flowers? If so, provide a clear closeup photo. Does it have a camphor or minty scent? It looks like either a speedwell, maybe Veronica filiformis or Corsican mint, Mentha requienii.
Both of these possibilities spread by seed, so controlling it by removal and covering soil with mulch to limit seed germination is suggested.
