This appears to be oak leaf blister, which occurs in cool wet spring weather.

In the meantime, keep the tree watered, watering from below so as to keep leaves dry. ( This is good practice for all plants, because long standing wet leaves encourages fungi of all sorts to grow) If you can’t water from below, be sure to water early in the day so leaves dry quickly and before sunset.
