Hello,
This appears to be maple leaf blister, which is a common fungal disease that affects many maple trees in the spring. The good news is that it rarely affects the health of the tree, and no treatment is necessary. Read more about this disease here: https://hortnews.extension.iastate.edu/2009/6-3/leafblister.html
The best thing to do for this is to rake and bag leaves that fall and discard them so that they are not providing innoculant for future infections.
Thank you for contacting Ask Extension.
