Hi Karen,
Insects that like the your bush are: scale insects, mealy bugs, leaf miners, aphids, and spider mites generally. Looking at your picture I definitely eliminated mealybugs, leaf minor and scale insects. Aphids and spider mites are really tiny and hard to identify. Luckily my recommendation for controlling them both is the same.
Remove dead and damaged parts of the plant. Use a strong water spray on all the leaves, top and underneath of the leaves. Get some horticultural oil or insecticidal soap and apply according the the package instructions. Repeat every three or four days for two weeks.
The leaves white spot coverage is somewhat troubling to me. If you have not applied anything in an attempt to control your problem that looks a lot like powdery mildew. Remove the infected leaves and apply a fungicide to control powdery mildew.
