Questionable Ash tree #831992

We have a 30 + year old Ash Tree that dropped half its leaves in 2 days. One high branch has bark coming off. Is this a symptom of Emerald Ash borers infestation or is it a common thing that happened to Ash trees? I noticed many similar Ash trees like this in the surrounding neighborhoods

That is classic for ash borer.
The tree will have to be removed.
I do not know your city but you should contact your city office for a list of tree removal services that they have special rates with.
Since the tree is on your property, you or possibly your insurance is responsible for the cost.  
Some of the dead branches of the tree may be structurally unstable and should be removed as soon as possible. 
I cannot give you an opinion on drug treatment.
