Why is one Maxicrop seaweed fertilizer not safe for agricultural or food use and another with the same ingredients is not. They are both 0-0-1.
One is twice the price. Can your tell me what is the difference between the two.

What an astute observation and a great question!
I'm assuming you are comparing Maxicrop Liquid Seaweed with Maxicrop Liquid Seaweed for Trees, Flowers, Fruits and Vegetables. I have found both those products on vendors' sites online, but I can find only one of those products (Maxicrop Liquid Seaweed) on the Maxicrop website.
My guess -- and this is just a guess -- is that Maxicrop no longer produces the latter, perhaps because it was found to contain some trace ingredient such as a heavy metal that should not be ingested. Instead, the company appears to be marketing a different product, Maxicrop Liquid Fish, for use on food crops.
I did find safety data sheets for Liquid Seaweed and Liquid Fish, which I have attached. I could not find a current safety data sheet for Liquid Seaweed for Trees, Flowers, Fruits and Vegetables.
To make things even more confusing, I noticed that Liquid Seaweed is advertised on Maxicrop's U.S. website in the "farming and agriculture" section, yet it is clearly not labeled for use on food crops.
