This is a shrubby willow species called Dappled Willow (botanical name Salix integra) likely cultivar 'Hakuro-Nishiki' though there's one or two additional nearly-identical cultivars. This species of willow is not native (but it's non-invasive) and can grow very large for a shrub if not regularly pruned back drastically every few years. As the foliage matures over the summer, it becomes less prominently marked with white and pink and becomes mostly green, with only the youngest leaves remaining more colorful.
