Native Salal 100’ Rusty Spots? #828549

What is happening to my extensive bed of native salal, over 40 years old, is covered in rusty spots. Two madrona tree seedlings, as well. Our county recently dropped weed killer along the shoulder. But it never bothered it before. Other salal in our acre lot and neighborhood is spotless. In the photos, see it backs up to-my planted beds with no spots. Thank you for any identification and advice.
