What is causing this in a tree? #826118

We have noticed these lines of holes in a tree with insects in them. The tree appears to be living stiil, but are trying to anticipate if there is impending damage before planting a dogwood nearby. The lines of holes extend 30 feet or more and some of the ones we can see do not appear to have insects or oozing coming out. Is it infestation or just some temporary housing by insects? We have woodpeckers, but never notice them on this particilar tree. Thanks!

Those are holes made by woodpeckers most likely the Yellow-Bellied Sapsucker. Here is our page about them:

Their holes bleed a small amount of sugary sap and other insects/creatures visit,  just to seek shelter or drink.
It shouldn't hurt the tree.
