We planted this oleander tree in November of 2021. This is how it has looked since the December 2022 freeze (see pictures). The new suckers suggested it is still alive at the root. The scrap-the-bark test looks like it may be dead (pic #4) above the graft. What do you think? If it can be saved, what should be do about pruning and care? Thanks in advance for any advice you can give us.
