Can we trim this arborvitae without it looking ugly #823261

I'm part of an HOA and I want to have an arborvitae trimmed back, so it isn't covering portions of the sidewalk. Another board member objected suggesting, "My understanding on trimming arborvitae is that it cannot be cut back through the green or it won't grow back". Is this true? Is there a possibility of trimming arborvitae back at all? I have included a photo.

Thank you for your question, Karen.  The problem isn't so much whether you can prune, but when and how.  Once pruning has removed the tissue that causes regrowth, it will remain ugly and brown.  This article should help your HOA avoid the latter:  https://today.oregonstate.edu/news/arborvitae-stands-tall-easy-care-hedge
