White worms on oak tree #822853

I was in my property near Higgins lake this weekend clearing scrub trees and I noticed all my oak trees are covered in these white worms. Last year was the first year I owned this property and one weekend in the spring the air was thick with these guys floating around on silk strings. It was like a horror movie. 1 what are they? 2 how can I get rid of them? 3 how can I prevent them? 4 would bats or a certain type of bird eat them?

Thank you for your question! This is the pupal case for the oak leaf skeletonizer. 
This insect even will lay eggs on homes, siding and screens!
