Apple tree problem #822615

Per the below pictures can you tell me what is wrong with these apple trees planted 5 years ago in an urban lot by our school and what to do about it? Thank you!

I'm not an apple expert.  However, the wilting/blackening of the leaves is consistent with symptoms of bacterial fire blight.  The disease is specific to plants in the rose family (Rosaceae) and infections also occur in landscapes on crabapples and Callery pears.
