Skip Laurel Troubles #821006

Hello, I've been having some trouble with my skip laurel for at least two years now, since it's been installed. The first year, I thought maybe the cicadas were just having a feast and hurting the plant and it would bounce back. Unfortunately, it seems to have suffered more over the last year. I sprayed it with copper fungicide to treat the shot hole disease, but it still is incredibly unhappy. Strangely enough, on the other side of the house in the same sort of bed, another skip laurel is doing very well. The one that's NOT doing well is closer to a large oak tree, but otherwise I'm not certain what might be causing this.
