It appears to be mostly Porcelainberry vine with maybe another type of vine intertwined with it. It is a little difficult to differentiate in the photos. It takes persistence with constant removal of the vine and berries before they can be eaten by birds or go to seed to help manage its spread.
We understand the desire to remove invasive plants, however we don't recommend doing this without permission on public property. You could try contacting the park management or county office to see if there are volunteer groups that meet to help clean up invasive plants in that park setting. You could also research for different local groups that tackle projects like this. Social media is a good place to ask or seek out such information. Maybe asking at your county extension office about a Master Gardening group that would do this type of work, or they may suggest different local groups that do. One volunteer group that shows presence in Baltimore City is called Weed Warriors. You could contact them to see if they have presence throughout the county as well.
