Hello,
Recently three trees in an area adjacent to my home were cut to reduce their height. Based on the attached pictures were the trees topped? I am asking because topping a tree is not allowed in the city of Portland except in specific circumstances.

I am sorry for the delay in responding.
The pruning cuts did remove the growing tips of the trees and I would consider it topping.
However, the vertical part that was pruned off is relatively small compared to a severe topping.
With minor thinning cuts in the future one could re-train the tree to a single central leader.
As it it now, these trees will form multiple leaders in the future.
