Our Western Cedar is dead at the top—all brown—an arborist said if we crown it we might get a couple more years out of it or it might even come back. What do you think?

Hello, yes that is possible. Old growth western redcedar often have multiple tops and we hypothesize that is due to dieback of the leader and secondary tops forming. So if the tree is valuable to you, this may be a good approach.
