Yesterday I saw a Norwegian Rat come out of a sewer,go to some bushes and go back to the sewer again. This happened several times. He was not carrying anything. What was he doing?

Unfortunately, our wildlife specialist is out on leave.
We tend to think though that the rat could have been carrying food or berries that you wouldn't necessarily see.
Given that it seems related to a municipal sewer, we'd think that you may be able to find information or help by contacting Montgomery County government.
