We are finding dozens of these, all dead, inside our home, near a window. Could you please help us identify them? We think they might be a European paper wasp or Hover bee.

I agree with your guess that it is a European Paper Wasp, but I am unable to 100% confirm at the angle and with the lighting of the photo. But, it is definitely a wasp and not a hover fly.They are likely being disrupted by the fluctuating temperatures of late fall.For future ID assistance, consult the attached "Common Wasps of Ohio" ID Card.
