In the fall, is it better to put grass clippings into the soil of your garden or just on top as a mulch. This is a garden with some perennials but will also have vegetables in the summer

Thank you for your question.  Like other organic materials, grass is a good mulch for landscape plants.  You don't have to till it in for it to be valuable.  The "work" of worms and soil microbes will provide nutrients to the plants as the mulch decomposes.  Here is a short guide to mulches generally:  https://extension.oregonstate.edu/sites/default/files/documents/12281/gardeningwithmulch.pdf
You don't need to add additional fertilizer in the fall.  Save it for spring.  I hope this helps.  Good luck!
