Why are some of my raspberry bushes not producing berries #813284

This summer has been play bad, for years I have had a number of plants which don't produce any berries they simply have the kind of holder with nothing in it. Is this a problem with him being pollinated or not? If not what's going on?

This is a complicated problem. 
Assuming you have had berries in previous years and prune properly for the kind of raspberry that you have, the biggest problem is failed pollination. https://greenupside.com/raspberry-bush-flowering-but-no-fruit-try-this/
Pollinators may not be present because of pesticide use near by, e.g., for japanese beetles.
