Hi Sharon, yes, they are the eggs of the Lacewing that is a VERY beneficial insect. The larvae are peculiar looking, and they eat aphids and keep the plants from having an aphid attack of major proportions. The eggs are laid on a long stalk to prevent predation from other insects that like to eat eggs of other insects.
