Our healthy oak tree is dropping clumps of healthy green leaves attached by a twig. It looks as if the twig has been cut. I thought maybe it was squirrels building nests, but it is all over the tree. Any ideas?

It still could be squirrels but they are after the nuts instead of nest building material.
