Could the plants I've snapped be poison ivy? We have a lot of them, and English Ivy, in our back yard. Beyond the ID question, if i carefully uproot and properly dispose of them, what semi-shade plants can you recommend to (a) continue to hold the soil together and (b) discourage return from the edges (beyond the cleared area), at least a little, in this semi-shade Greenbelt location?

The plant in the right foreground of your first image is most likely native poison ivy; you can read about its identification and control by clicking on the link. That image also shows the invasive English ivy; this article suggests alternative ground covers. Other plants do not have the three-leaf arrangement of poison ivy.
