I think your shrub is a species of Euonymus, possibly Euonymus occidentalis, western burning bush.  The leaves are a little glossier than that species usually has though, so it could also be European euonymus.  You might try submitting your photos to the Lane County Extension Master Gardeners, https://extension.oregonstate.edu/mg/lane/have-gardening-question as they would have a better idea of what ornamentals are growing in your particular area.
