I have a new climbing rose. It has been bothered with aphids and holes. I've used the 3-in-one systemic by concentrate and pellets. I'm not sure why it is still having problems. What else can I do? I don't want to do anything to harm the bees or butterflies. Thanks

Hello,
It appears that your new rose bush may have a few insects feeding on them including leaf cutter bees, Japanese beetles, saw fly slugs and aphids. I've attached a link to an article on common rose bush pests and diseases and how to manage them for your reference. If you do use an insecticide, don't get it on the blooms where beneficial pollinators frequently visit. You may want to remove the blooms while treating the rose bush.
