Does anyone know if insects on elm trees leave are contagious and should I have tree cut down to stop the spread?
It looks like insects are sucking juice from leaves and maybe tree will drop dead?

Those are actually galls, or insect larvae that are actively feeding on the leaves. Despite the look of them, they will cause no harm to the trees. Below is a link to an article that describes the fascinating world of galls, and the insects that create them:
