Hello,
It looks like you have immature brown marmorated stink bugs on your dahlias. These are a pest native to Asia which is now really common in our area. They are most problematic as crop pests of fruits and vegetables (they feed on many hosts), but they are also nuisance pests in homes, congregating indoors or on the sides of buildings in winter.
To manage these pests you can hand-pick them off your dahlias and put them in soapy water. Here is more information:
