a large branch of my neighbor's peach tree partially broke during a recent windstorm and is hanging. He is on vacation and I'd like to know whether it would do any good to duct tape it together, at least as an interim measure until his return.

No, unless the branch is endangering or obstructing people or property, I would leave it as is.
The branch will have to be pruned back to the next healthy lateral. So taping it up is not going to save the area above that.
